LATE ITEM
Berlin As of 1 p.m. Berlin time (8 a.m. here), the
Soviets had not yet tested our move to limit their access
to West Berlin by bus or armored carrier to either the
Brandenburg gate or the Sandkrug Bridge in the British
sector. ? So far they have only sent an automobile to
reconnoitre the Sandkrug bridge route.

1. Congo
a. Tshombe yesterday publicly
accepted the UN's plan for federation,
specifically agreeing to a 50-50 split
in Katangan revenues and to allowing a
disinterested agency to handle foreign
currency earnings. He set no condi-
tions, but did imply the UN and govern-
ment forces would have to pull out of
Katanga first.
b. Katangan officials were furious
at the news (which came on the heels of
Tshombe's announcement) that the UN
had landed Central Government forces
at Kamina. This action is likely to
give the Katangans the excuse they may be
counting on for not going beyond
issuance of well-meaning words.
c. Gardiner, UN Chief in the
Congo, considers Tshombe's response
pretty ambiguous but says the UN
there is prepared to "grasp the little
that is good" if Tshomb6 means business.
There has been no reaction yet from
Adoula,who is likely to be both
skeptical and uncooperative. Spaak
feels encouraged and the British are
"gratified."
d. We understand both Union
Minibte and Rhodesia's Welensky have
been urging Tshombe to be forthcoming;
Tshombe has been busy the past weekend
selling the idea to reluctant tribal
bosses in the south.

a. President Paz told Ambassador
Stephansky yesterday that he will have
to "postpone indefinitely" his visit
to the US because we have not given him
assurances of measures to ameliorate
the effects on Bolivia of US tin sales.
A press statement to this effect was
subsequently issued in La Paz.
b. Bolivia also has "suspended"
its participation in the OAS, in
protest over failure of the Council to
act on its complaint against Chile in
the Lauca ?River dispute.
Sihanouk told the press yesterday
he is not satisfied with letters from
the Western powers recognizing Cam-
bodia's territorial integrity. He
wants specific guarantees. Then came
the oft repeated, though never carried
out, threat to turn to the Communist
Chinese. Though aware of Western oppo-
sition, he still seems to favor the
idea of an international conference.
The eighth nuclear test in the
current series occurred over Novaya
Zemlya on Sunday. All have been air-
drops.

5. Cuba
a. The joint Soviet-Cuban com-
munique issued on Sunday does not bring
the USSR any closer to a commitment to
come to the military defense of Cuba.
It sounds like an effort to justify
continued large-scale military ship-
ments in the face of evidence that the
US is becoming increasingly concerned
over the situation.
b. Probably over half of the 16
Soviet dry cargo ships now en route to
Cuba are carrying military equipment of
one sort or another. Their arrival
will bring to 69 the number of Bloc
dry cargo ships to have made this trip
since the current influx began six
weeks ago.

NOTES
A. Algeria Clashes continued this morning amid extraor-
dinary pacifist demonstrations by the population as
Ben Bella forces advance toward Algiers. The showdown
is likely to come today and will probably be relatively
peaceful as, at latest report, rebellious Wilaya TV
troops have been ordered to cease fire and return to
their barracks.
S. Brazil The resignation yesterday of Finance Minister
Moreira Salles may precipitate both an economic and
political crisis in Brazil. He was the only generally
conservative member in the cabinet.
D. Indonesia The Soviet light cruiser promised Indonesia
last year is apparently about to depart the Black Sea.
It is the first of its class to be transferred to
another country by the USSR and follows four, smaller
warships which departed for Indonesia last week.
E. Malaya So far at least, the Communists and sympa-
thizers in Singapore are taking their defeat in Sunday's
referendum on federation lying down.
