1. Berlin
2. Soviet Space Ships
a. At latest report all remains
quiet but tense in Berlin.
b. Aerial reconnaissance over
the weekend revealed no major increase in
Communist military forces along the
Berlin Wall.
c. General Yakubovsky, commander
of Soviet forces in Germany, brought
up nothing of significance during his
strictly protocol visit to General
Freeman's headquarters.
d. Ambassador Dobrynin, at his
request, sees Secretary Rusk this
morning at 1030"to discuss Germany." 50X1
a. We now give less credence to
the possibility that physical contact
was made by the two Soviet space
ships. Late tracking data places them
a considerable distance (ower'300)miles)
apart and there has been no further
reference to a "joining together" in

3. Laos
a. Phoumi tells us he is finding
it easy to work with Souvanna but
that Souvanna is having serious trouble
with Souphannouvong. Neither Souvanna
nor other members of his government
are allowed into areas controlled by
the Communists. According to Phoumi's
account, Souphannouvong is blocking
the departure of North Vietnamese and
Chinese troops in order, as he told
Souvanna, to keep the Meos from seiz-
ing control.
b. The Indian member of the
Control Commission has assured us that
even if the Polish member dissents, he
and the Canadian member would insist
on the right to inspect Communist-
controlled areas. 50X1
c. We note a gradual decline
in the number of North Vietnamese
operating
in Laos

airlift into Laos is operating at

We have advised Djakarta in the
strongest terms to desist from military
action in West New Guinea.

filtrate as many troops as possible
before the agreement is signed. Naval
units have orders to fight only if
the Dutch attempt to prevent the
landings.

but the army continues on the alert
and the militia are still concentrated

Rebellious General Montero seems
to have lost the initiative during a
course of events yesterday which is
not entirely clear. The bloodless
coup which appeared to be under way
this weekend has stalled

Jose Conejo Saravia, the military
factions are still sharply divided,
and the crisis is far from over. We
may see some resignations from Guido's
cabinet.

NOTES
B. The Brazilian Congress will begin this morning to consider
Goulart's request for extraordinary powers. It is in no mood
to be forthcoming, and a showdown is in the offing.
C. The Portuguese press has nothing but praise for our vote
against immediate independence for Mozambique in the UN
committee of 17. It even quoted our call for self-determina-
tion in Portuguese African territories, which we would
ordinarily expect to be omitted.
D. Moscow has been exuding good will toward Iran lately, evi-
dently trying to butter up the new Alam government. Prime
Minister Alam plans to put the smiles to the test by trying
for more favorable trade and payments arrangements with the
USSR.

LATE NOTE
Late Press reports at 0845 EDT reveal that the calm has
been broken at the Berlin wall as East German border guards
used tear gas and water hoses against West Berliners demon-
strating at the border.
