I. Berlin
a. The Communists may be planning
an affair in Berlin for Monday--the
anniversary of the Wall.
b. We have noted that activities
of East German military and para-
military elements in and around Berlin
late last week bore some of the ear-
marks of a rehearsal--for precisely
what we haven't been able to tell.
It may, of course, have been only to
ensure quick reaction to any demon-
strations.

d. While we still doubt that
Khrushchev has yet decided to proceed
unilaterally to a treaty, he may use
the 13 August anniversary as an
occasion for a major gesture, possibly
even some call for a conference on a
treaty.
e. The West German press is ex-
tremely suspicious of General Yakubovsky's
visit to Heidelberg and warns that he
may have been softening up the US for
some new move such as barring the
Western Allies from East Berlin.

NOTES
A. The Argentine Army crisis appears to have simmered down, with
?the naming of a new Secretary of the Army satisfactory to the
generals expected soon. Ambassador McClintock is not sure,
however, that what seems to have been a coup restricted to
Army circles might not yet broaden into one directed against
President Guido himself.
B. Ambassador Mann in Mexico City is sounding the alarm over his
continued belief that Mexico is preparing a legal case over the
Colorado River salinity problem. He feels the US must come up
promptly with a solution to this "Number One problem in US-
Mexican relations."
D. Souvanna Phouma has proceeded far enough in learning the
financial facts of Laotian life to tell Ambassador Unger
that an August cash grant from the US will probably be
required as an "emergency stopgap."
E. A Warsaw Pact conference or planning session could be brewing.
On Wednesday the Czech Defense Minister flew to Moscow in a
Soviet Air Force plane. The Bulgarian Defense Minister has
been in the USSR for a week.

immediate Soviet space intentions are to orbit a cosmonaut
for up to seven days and to launch a Venus probe.
