a. Union Miniere has acceded with
unseemly haste to Tshombe's pitch for
advance payment on account. We are not
sure how much foreign exchange he has
suddenly got his hands on, but he will
be ?in a stronger position to withstand
pressure to come to terms with Adoula.
b. We note, meanwhile, 50X1

for further meetings with Adoula, this
time outside the Congo. He is also
thinking of asking for outside mediation.
Either move would be intended to demon-
strate his reasonableness and forestall
any action by the UN or oihers to bring
him to heel. 50X1
c. Conservative groups in Belgium
are up in arms over reports of the
government's association with our plan
for national reconciliation; we expect
them to exert telling pressure on the
government.
Our embassy in Bonn feels it would
be bad business On our. part ,to, press too
hard for payment for the disaster relief
we provided during the Hamburg flood
last spring. No one, it seems, was
expecting a bill for what had been
widely advertised at the time as a
great humanitarian gesture; further,
we will shortly be engaging the same
West German officials in talks on
financing future military costs where
the stakes are much higher.

NOTES
A. U Thant wants Ambassador Bunker to be UN administrator in
West New Guinea, but has not been able to talk him into
it even by promising an able Asian assistant to do the
footwork. Former Malayan representative at the UN, Date
Nik Kamil, is Thant's second choice.
B. A dangerous crowd is milling about in front of government
buildings in Algiers, making plain its disappointment with
the promised dole. The greenhorn government is trying des-
perately to get the economy started again, but things will
probably get worse before they get better.
C. Soviet Ambassador Smirnov returned to Bonn yesterday amid
speculation he will seek an early appointment with Adenauer
in hopes of renewing bilateral talks.
D. Ambassador McCloskey has succeeded in persuading Ireland to
shelve the idea of granting rights at Shannon to Czech air-
craft en route to Cuba.
F. Jordan's forbearance is being worn thin by continued Israeli
probes into sensitive areas in Jerusalem; we would not be
surprised to see a repetition of the shooting events of
last June and early July.
