Algerian leaders have papered
over their quarrel with an agreement
which enables Ben Bella and his
politburo to govern the country while
Ben Khedda and the Provisional govern-
ment "supervise matters of state"--
i.e.,foreign affairs. This arrange-
ment is supposed to survive until
elections for a national assembly are
held in "about a month." The round
thus goes to Ben Bella, but his ad-
versaries are bitter and unreconciled,
and the coming month will see some of
the roughest sort of political in-

fighting (Arab style).
concerning the Shah's efforts to mediate
between the Pakistani and the Afghans,
he now appears to have made little
real headway. The Shah

again, however, and has invited missions
from the two countries to come to
Tehran and have a try at direct negotia-
tions.
A major campaign to revitalize
the Chinese Communist party may be
heralded by the reprinting of a Liu
Shao-chi hortatory tract of 1939,
titled "How to Be a Good Communist."

campaign appears likely to center on
sagging party discipline rather than
doctrinal deviation.

NOTES
A. In the opinion of some
Moscow will ensure that Soviet control Over Allied access
to Berlin will be retained in any treaty with East Germany
in order to avoid the risk of war.
B. Cambodia and Communist China are said (by the Cambodian
press) to have concluded an agreement for a civil air route
between Phnom Penh and Canton via Vientiane and Hanoi. Air
France, hoping to get a foot in China, is tied in closely
with the Cambodian airline in the deal.
