A few new Soviet army recruits have
been seen in East Germany. We are
watching this situation closely to see
whether rotation-as-usual occurs, or
whether--possibly portending more severe
pressure on Berlin--a buildup of Soviet
strength is under way.
a. Ulbricht and his number two
man, Willi Stoph, departed for Moscow
this morning, most likely for further
talks with Khrushchev on the Berlin
problem.
b. Our people in Moscow feel that
the important trip which Khrushchev is
said to be planning may well be to the
UN to present his case on Berlin to the
General Assembly--probably in September
Indonesian military preparations to
attack West New Guinea continue without
regard to developments on the diplomat50X1
front. While talks here were nearing a
satisfactory conclusion,
a paratroop attack 50X1
to be mounted against Fak Fak between
1 and 5 August with supporting attacks
to be made against Sorong to the north
and Kaimana to the south. Meanwhile,
a large naval convoy is on its way to
a rendezvous point off northeast Celebes.

President Kekkonen has decided not
to buy Soviet missiles after all. His
hope is that by showing that Finland is
free to withdraw its request, he can
disabuse those in the West who believe
Finland did not make the request freely
in the first place. Our people in
Helsinki feel that the military will
not accept an indefinite postponement
of modernization and will again press
for treaty revision as soon as the
opportunity presents itself.
By again trying to stipulate that
the Soviet - West German trade agree-
ment is not applicable to West Berlin,
Moscow has reopened a very delicate
subject. 50X1
Talks continue among members of
the contending factions with everybody
and his uncle getting in the act.
Inspired by the sudden realization that
they are looking more like the Congolese
every day and that no one but the
communists will profit by prolongation
of the crisis, all involved exhibit
renewed determination to come up with
something. This should not take long
as the main outlines of a settlement
are already well established, but we
cannot vouch for the durability of
whatever arrangement emerges.

Tshombe quickly accepted Adoules
proposal that a new federal constitu-
tion be drafted. It gives him an op-
portunity to reinforce a carefully
cultivated pose of tractability and to
play for time in hopes the UN will
lose resolve and Adoula will fall.
Convinced that France and Britain will
block effective UN action against him,
he does
not yet feel compelled to give much.
Prince Sihanouk still hopes for
a neutralist South Vietnam, but is not
responding to Bloc pressure on him to
promote an international conference on
the matter. He feels this tould be
pointless so long as Diem is around.
Should there be an army coup against
Diem, however, he believes such a
conference would be urgently needed.

NOTES
A. Sputnik XIX was deorbited and apparently successfully recovered
by the Soviets this morning. 50X1
B. Britain and Malaya have reached agreement on the formation of
the new state of Malaysia to be founded within the year.
C. The North Vietnamese are taking everything they can get their
hands on with them--weapons, lumber, cattle, buffalo, pigs,
etc.--as they leave Laos for home. The Kong Le unit reporting
this has urged headquarters to set 7p border control posts to
prevent such looting.
D. Moscow has declared Rostov-on-Don is "quarantined" to all
visitors until 1 September for "health reasons." Our embassy
comments that the closure might arise out of unrest in the
area.
E. The chances of an assassination attempt against Nasir seem to
be increasing
