PRINCIPAL DEVELOPMENTS
Israeli officials are threatening more raids against
the fedayeen, while Palestinian leaders continue
their plans to attack US officials and installations
in the Middle East as a means of inducing the US to
curb the Israelis. (Page 1)
The Soviet delegation in Vienna has formally pre-
sented its proposal to solve the Hungarian partici-
pation dispute. (Page .2)
In Cambodia, the military situation has improved
along Routes1 and 4, but the over-all picture re-
mains grim. (Page :3)

ISRAEL-FEDAYEEN
Israeli officials are threatening more raids
against the fedayeen.
--Defense Minister Dayan says Lebanon is
responsible for the activities of the feda-
yeen within its borders and warns of pre-
emptive strikes if the Palestinians do not
stop using Lebanon as a base.
--Other military officials have broadened
the threat to include any Arab state support-
ing the terrorists.
Palestinian leaders meanwhile intend to at-
tack US installations, officials, and businesses
in the Middle East. They aim to induce the US to
put some curbs on the Israelis.
--In Beirut, they are biding their time,
waiting for security to be relaxed
Fedayeen propaganda continues to stress US-
Israeli complicity in a "war against the Palestine
resistance," and calls for destruction of US mili-
tary bases and personnel. Except in Jordan, gov-
ernment-controlled Arab media have taken their
cues from such broadcasts.

The Soviet delegation on April 13 formally pre-
sented its proposal to solve the Hungarian partici-
pation dispute. The USSR suggests that Hungary,
along with Italy and six other countries, be listed
as "special participants," and offers a formula for
enlarging the number of direct participants.
At the Allies' insistence, the Soviets have
agreed that each side issue a formal statement set-
ting forth its views on Hungary's status. The final
form of these statements, however, has yet to be ne-
gotiated.
The US and Dutch representatives, who have been
negotiating with the Soviets and Hungarians on be-
half of the Allies, believe the Soviets have gone
as far as they can at this time.
The Western side, however, has been nego-
tiating on the basis of the agreed NATO
position that Hungary's status should be
left in abeyance, and not everyone is
satisfied with the Soviet proposal. AZ-
though most Allies will probably find the
proposal bearable when the North Atlantic
Council meets on Wednesday, the British
may not. They have not yet decided on
their strategy in the Council, but they
have made it clear that they are unhappy
with the Soviet proposal. The British
attitude could activate the lingering
doubts of other Allies and further post-
pone a solution of the problem.

CAMBODIA
Route 1 has been cleared between Phnom Penh and
Neak Luong, and truck convoys are again moving sup-
plies up Route 4 from the port of Kompong Som to
Phnom Penh. Route 5, which links the capital to the
rice-rich northwest, however, is still closed south
of Kompong Chhnang city.
In the south most of Route 2 between Phnom Penh
and the South Vietnam border is under Khmer Commu-
nist control. The provincial capital at Takeo re-
mains isolated and under pressure. The local com-
mander believes he can hold with the aid of air sup-
port, but Khmer Communists estimate, according to an
intercepted message, that they can overrun Takeo by
early May "at the least."
Other Khmer Communist forces are still operat-
ing along the Mekong corridor. An intercepted mes-
sage indicates that they are planning another round
of attacks in the near future against both the ship-
ping channel and Route 1.

NOTE
? Japan: The 'Foreign Investment Council will
recommend this week that foreigners be allowed to
wholly own new ventures in all. but 50 or 60 indus-
tries.. The 25 percent limit on foreign ownership
of existing firms may also be raised. As a result
of such moves,,direct foreign investment in Japan
should increase. Until now, such investment has
been small, totaling; for example, only $170 mil-
lion in 1972.
