FEDAYEEN- LEBANON
Senior Fatah officials reacted to yesterday
morning's Israeli strike at the guerrillas' Beirut
sanctuary with a blend of confusion, anger, and ef-
forts to root out local Arab accomplices of the
Israelis.
As part of an immediate effort to enlist the
support of Lebanese Communists and other leftists,
the ledayeen command charged that the US collabor-
ated with the Israelis in staging the strike and
that the US Embassy is harboring members of the
assault team. Lebanese authorities turned back a
large group of demonstrators who attempted to reach
the embassy yesterday.
Prime Minister Salam submitted his cabinet's
resignation, but President Franjiyah deferred his
.response at least until today.
Salam may seek a parliamentary vote of
confidence to strengthen his hand against
charges of ineffectuality Since last
September three major Israeli assaults
against fedayeen bases have encountered
little resistance from the Lebanese Army

USSR
Jewish activists in the USSR report that during
the past three weeks, the education tax has not been
collected from emigrants bound for Israel. During
this same period, the tax has also been waived for
several persons going to the US, suggesting an
across-the-board suspension of the levy.
The Soviets remain highly selective in granting
exit permission, however, and the over-all rate of
emigration is nearly the same as last year. Most of
those who recently received permission to leave had
already been cleared to go to Israel, but were un-
able to pay the education levy.
Despite Soviet sensitivity to US pressures
on the emigration issue, Moscow is still
a long way from opening its doors to all
who wish to leave.

NOTE
Laos: Communist and government negotiators
appear to have reached agreement this week on the
makeup of a new coalition cabinet. Vientiane appar-
ently will retain the ministries of interior, de-
fense, and finance,.with the portfolios for public
works, foreign affairs, and information going to
the Communists. Posts of lesser importance will be
divided evenly between the two sides. The Commu-
nists are maintaining a hard line on military mat-
ters, however, and this could block the actual for-
mation of a new government for some time.
