Phoumi has conceded a point to
Souvanna and has agreed to make no
mention of the assembly in the King's
investiture ordinance. Souvanna in
turn has dropped his insistence that
the assembly be dissolved before
investiture, but has referred to Sou-
phannouvong,Phoumi's request that as-
sembly members be present, along with
others, at the oath-taking ceremony.
Meanwhile, time is fast running out.
The Plaine des Jarres agreement specifies
that unless the new government is in-
stalled by tomorrow, the deal is off.
Souvanna says he will leave for Paris
on Saturday in any case.
Sukarno is still holding out for
even more explicit assurances from
the Dutch. The Indonesian foreign
ministry, however, seems to be
proceeding on the assumption that
negotiations will resume almost
immediately and has already opened
unofficial contact with the Dutch
here. We have many indications
that the Indonesian military continue
to prepare for a larger-scale operation
against New Guinea before the end of 50X1
the month.

UN representative Gardiner thinks
he will need until mid-July to conclude
the Tshombd-Adoula talks one way or
another, but he is not sure things will
hold together that long. He is trying
to check rumors that an attack by
government forces is under way against
Kongolo and Baudoinville in North
Katanga. If true, Tshombd may break
things off. If false, Adoula may
sense a Tshombd provocation and retire
to his tent.

The reshuffle of the Syrian cabinet yesterday has strengthened
the influence of the army--now generally wary of union with Egypt.
Thus bolstered, the regime may last a little longer than had ,
earlier seemed likely, but coup plotting by pro-Nasser elements
continues and will probably now be intensified.
The pro-Communist Barisan Socialist party in Singapore faces
certain suppression when Singapore merges with Malaya--possibly
as early as August. The party has been unable to block the
merger by parliamentary action to overthrow the government and
may now attempt violent action.

IJSIB WATCH COMMITTEE MEETING
20 June 1962
The Committee changed its standard conclusion that no Sino-
Soviet Bloc country intends to initiate direct military action in
the near future. It concluded that the unprecedented Chinese
Communist military buildup in the Taiwan Strait area has substantial-
ly increased China's offensive capabilities and is consistent with
plans to launch an attack against the offshore islands, probably
the Chinmens.
