The Soviets and East Germans, with
a wary eye on the possibility of inci-
dents arising out of week-end ceremonies
in West Berlin marking the 1953 uprising,
are shoring up their security arrange-
ments along the Berlin borders.
Syria closed its border with Leba-
non yesterday. There area number of
antiregime plotters in Lebanon, although
we have no concrete reasons for believ-
ing this move is connected with an immi-
nent crisis in Syria's still shaky gov-
ernment.
General Pak has accepted the resig-
nation of his moderate Prime Minister
Song Yo Chan, thus bringing the split
in government ranks out into the open.
Indications are that the move came from
Pak,rather than Song, who had expressed
to US officials his willingness to stay
on in order to avert a crisis. Song's
cabinet resigned en masse with him but
their resignations have not yet been ac-
cepted.

7. Yugoslavia-USSR
a. The Yugoslav leadership is pre-
occupied over how to cope with the seri-
ous problems it foresees in adjusting to
the loss of US aid and the impact of the
Common Market at a time when it is still
excluded from CEMA, the Bloc economic or-
ganization. Although still fearful of
breaking all ties with the West, Tito is
continuing his moves to improve relations
with the USSR.
b. One of the most high-powered
Yugoslav delegations in years is off to
Moscow on Tuesday for about two weeks.
Judging from the delegation's make-up--
it includes a politburo member, a member
of the central committee and Tito's top
man on Albanian affairs--the visit should
be slantedmore to real business than pro-
tocol.

The International Court of Justice has ruled in favor of Cam-
bodia's claim to the Kao Phra Wikarn Temple on the Thai-Cambo-
dian border. the Thais are ready to 50X1
use force to remain in possession of the site, which both coun-
tries view as a symbol of national prestige.
Kosygin, one of the first deputy premiers under Khrushchev
(Mikoyan is the other), begins a 10-day visit to Italy on Monday.
D. A substantial numberct Venezuelan Navy officers have joined in
an ultimatum to the Minister of Defense demanding the removal
of Communists and suspected Communists, including the CNO, from
the navy. They are threatening, to take matters into their own
hands unless they get their way.
Chile is thinking seriously of resuming diplomatic relations
with Moscow (broken in 1947) before year's end.
In British Guiana, Chedda Jagan is about to move for the dis-
missal of Home Minister Rai, the only bona fide anti-Communist
in his cabinet and a persistent critic. If Rai decides to make
a fight of it, it is just possible that he-could break Jagan's
very precarious grip in the Guiana parliament.
