Communist China b. Communist China's Ambassador Wang in Warsaw has taken the unusual step of asking Ambassador Cabot to meet with him today in an unscheduled private talk. It is just possible that this meeting will shed some light on Peiping's present military intentions. C. Laos 3. Thailand-Cambodia a. Souvanna has confirmed to Ambassador Brown that he will head the Lao delegation to Geneva. Sou- vanna said he thought it would be a good thing for Phoumi to remain in Laos while he is away. b. In response to Brown's re- mark that the use of Lao territory by North Vietnam for transit of men and supplies to South Vietnam was bad, Souvanna declared,"I will not permit it." He said he wants to go to Hanoi to ascertain the real intention of North Vietnam toward the South. c. Quinim, the foreign minister designate, assured Brown yesterday, that he would always hew to a strictly neutral line. The Thais began reinforcing their Cambodian border patrols Wednesday. We believe this move to be related to the decision expected today by the International Court on the longstand- ing dispute with Cambodia over the RAO Phra Wiharn Temple. The Thais feel that the only just decision pos- sible is to confirm their possession of the temple. Ambassador Young has warned that we are in for a violent Thai reaction and crisis if the court decides against Thailand. The Peruvian election issue will probably remain inconclusive for several more days. The count so far covers no more than 15 to 20 percent of the total vote. B. The two Soviet space event support ships have left their stations in the Atlantic and are now proceeding on extended resupply mis- sions. The circumstances suggest either a temporary postpone- ment or a major change in scheduling for the next Soviet space event. 50X1 C. The Adoula-Tshombe talks are at a virtual impasse and are now E. producing nothing but acrimony, anti- regime sentiment has now built up among the East German people to the point where serious civil disturbances have be- come a real possibility.
