1. Laos
a. The three princes are scheduled
to put their signatures on a formal
coalition agreement today. Souvanna,
will then begin the
moves leading up to submission of
the new government for the King's
approval, probably early next week.
b. As recounted to Brown by
Phoumi, Souvanna is due the credit
for taking the negotiations over the
last hurdle. The meeting came close
to foundering over how many places
were to go to "neutralists" based in
Vientiane. Phoumi says that Souvanna's
insistence that Souphannouvong give
ground on this issue produced a table-
pounding and furniture-kicking exchange
between the two princes before
Souphannouvong yielded.
c. This display of firmness by
Souvanna seems to have had its effect
in giving Phoumi a somewhat more hope-
ful view of the future than before.
Brown quotes him as saying "1 think
this will work out."
d. Pathet Lao broadcasts yester-
day were listing Souphannouvong as
first deputy premier and Phoumi as
second deputy, but the agreement in
fact gives them equal footing.
e. The Thais are showing alarm
over the cabinet slate, particularly
over the appointment of Quinim as
foreign minister.

2. Soviet submarine
missile system
3. Peruvian election
There is virtually conclusive
evidence of the launching of another
ballistic missile by a nuclear-powered
Soviet submarine last Friday on the
Northern Fleet test range. We cannot
say positively that the missile reached
the range's 2,000-nautical-mile limit
but there are some indications that
it did:
this we pons system has passed
out of the research stage into its
operational-development phase.
With 25% of the votes still
uncounted, none of the three major
candidates has a clear hold on the
necessary 34%. Amidst a stream of
partisan claims and counterclaims,
however, there are some signs that
Belaunde has pulled ahead. Further-
more, Embassy Lima sees a good chance
that, if the election goes to the
Peruvian congress, Belaunde will
come out on top, although it seems
doubtful that any of the three candi-
dates could form a viable government
without making a deal with one of the
other two.

4. West New Guinea
Van Roijen told Ambassador Rice
in The Hague yesterday that the Dutch
cabinet is ready to negotiate on the
basis of ?the Bunker -plan, that the
Dutch want a quick solution to, the
New Guinea question, and that they are
willing to transfer administration
to Indonesia prior to a plebiscite.
