Soviet Northern The Soviet Northern Fleet Missile Fleet missile Test Range, recently extended to 2,000 test nautical miles, was again active on 30 May. This was the fourth valid launch from the Kola Inlet area in the past six weeks. We cannot establish that this missile, which we believe to have been ballistic, was launched from a submarine, but at least two of the earlier missiles apparently were. As in the earlier in- stances,/ 2. suggests that a 2,000-nautical- mile flight was intended. We do not know the degree of success adhieved. 50X1 50X1 50X1 r m .1 r . Bloc leaders' conference 4. Venezuelan revolt We expect the meeting of Soviet Bloc leaders which opens in Moscow on Wednesday to produce a strong statement in the name of the Warsaw Pact warning that time for solving the Berlin question is fast running out. In the economic field, we expect a blast at the Common Market and a renewal of Khrushchev's recent call for an international trade conference. Other issues will be discussed, particularly relations with Yugoslavia, and statements on nuclear testing, dis- armament, and Laos may well be issued. Both sides suffered heavy casualties in this week end's uprising at Puerto Cabello. The revolt, which we believe to have been part of a large-scale Communist plot to overthrow the govern- ment, was apparently triggered prema- turely by government arrests of leftists suspected of planning just such a move. The government claims to have the situa- tion at Puerto Cabello under control, but press reports indicate that fighting is still going on. We are not sanguine-- that the 50X1 quelling of this revolt will give 50X1 much of a breathing spell from further violence in other parts of the country. Soviets protest The Soviet Foreign Office went out US high altitude of its way yesterday to call the attention tests Of our Embassy in Moscow to yesterday's strong publio statement against our scheduled high altitude nuclear test. Moscow hoped by such a statement td capitalize on world-wide fears of the effects of such a test.
