President Gursel has accepted Inonu's
resignation, brought on by continued dis-50)(1
agreement in his coalition government
over a gradual or blanket amnesty for
imprisoned Menderes followers. Inonu and
his cabinet are to remain until a new
government is formed. This will probably
be another Inonu government but without
Justice Party participation. This
party is split and many of its members
may now throw their support to Inonu.
The military, meanwhile, stand watchfully
in the wings. They look askance at any
form of amnesty, but have made no move
yet.

3. Hardening of Soviet
policy line
a. Orders to reverse the Soviet
stand on the war propaganda declaration
came suddenly from the Soviet party
b. An authoritative "observer"
article in yesterday's Izvestiya is the
most uncompromising public statement on
Perlin to come out of Moscow in recent
months. Its discussion of a German
peace treaty and the consequences thereof
imparts a sense of urgency, but without
setting a deadline.
c. The Soviet air safety controller
yesterday protested to his US and British
counterparts against certain local and
round-robin flights which he described
as inconsistent with the purpose for
which the corridors were created.
d. The sudden proliferation
East German police at the Berlin sector
border yesterday has just as suddenly
sUbsided; it may have been a practice
alert, In any case we do not credit
reports that the East Germans have
brought in additional police units.
Tensions remain high, however, in the
aftermath of last week end's uproar.

, The armed services have taken
full control of the electoral machinery
in order to prevent Haya de la Torre
from. being elected president on 10 June;
they plan to throw the election to
Belaunde. With growing confidence
in the outcome, the military have ap-
parently shelved plans to set up a
junta, and are contenting themselves
now with laying the groundwork for
charges of electoral fraud against
HaWs.party.

F. TASS has alerted its subscribers in the USSR to a 4,500-word
"official announcement" which it will put on the wire today.
The subject was not given, but could be the bloc leaders'
meeting.
