break with Cambodia
Dissatisfaction in the Congolese
Parliament and Army with Adoula's in-
ability to cope with Tshomb4 has reached
the danger point. If considerable
progress is not made in the next round
between Adoula and Tshombe (now sup-
posed to begin Thursday), or if it
fails to come off, Adoula's government
may fall and be replaced with a more
radical one. Such a development might
?or might not upset the UN's plans for
a more active role in settling the
Katangan issue
as a radical government in Leopoldville
would not be averse to a tougher line
in Katanga. However, UN officials are
working with both sides in an effort
to make the meeting a success'

effort to damp down repercussions of
the Vinh Lac incident, in which a
party of unestablished nationality
crossed from Cambodia into South Viet-
nam and slaughtered a number of
villagers. /
Embassy Saigon
describes the two countries as being
on a "collision course," and sees a
possibility that Vietnam will impose
economic sanctions, such as closing
the Mekong River to Cambodian traffic.
Embassy Phnom Penh believes such action
would lead Sihanouk to turn to the
bloc.

a. Phoumi and Boun Oum have left
Bangivk for Seoul. Their public state-
ments Saturday were not encouraging.
We have not yet received further in-
formation on their talks with the Thais.
b. Evidence of friction between
Souvanna's followers and the Pathet
Lao continues to come in. 50X1
a. Subandrio has told Jones that
Sukarno, saying he was disturbed at not
having fulfilled his commitment to the
President, had ordered Subandrio to
work out arrangements for a quiet re-
lease of Pope. He stressed the need
for secrecy.
b. Jones says that Sukarno's
reference last week to President
Kennedy's endorsement of the Bunker
proposals did "not in fact exceed the
bounds of propriety," but it will
nevertheless be unhelpful in The Hague.
Jones is disturbed at Dutch reaction
to Sukarno's relatively moderate
Medan speech--the Dutch said they
would stop sending reinforcements
only if third party observers were
present to enforce an agreement
"stabilizing" the military situation--
as he believes Sukarno's remarks were
intended to be conciliatory.
c. Meanwhile, both sides conti-
nue to build up forces in the area.

chaos.
a. The operation to clean up
Oran forecast by Joxe began yesterday.
We have no official reports on its
progress.
b. Ambassador Gavin is disturbed
by a series of surprisingly virulent
pronouncements by the Algerian 'army
headquarters in Tunis accusing the
French of violating the cease-fire.
He also notes Pompidou's suspension
of the liberation of Algerian prisoners,
presumably because Algerian release of
French prisoners has been unsatisfactory.
A series of recent personnel
shifts, some of which restored persons
demoted at the Party Congress last
fall to positions of considerable
power, suggest factional infighting
between the so-called "Leningrad" and
"Ukrainian" cliques. As usual with
Soviet politics, however, we are
unable to push interpretation any further.
The military promotions announced this
weekend appear routine.
Native authorities in both sections
have apparently informed the special UN
Commission on Ruanda-Urundi that they
will refuse to permit the presence of
foreign troops after independence, which
is tentatively scheduled for 1 July.
Spaak says that the Belgians will have
no choice but to withdraw their garrisons,
which would almost certainly lead to the
departure of Belgian technicians and
the collapse of public order.

8. Soviet-Sudanese
air agreement
The Sudanese government has agreed
to delay signing for 10-14 days at US
request. The agreement would allow
the USSR transit rights for routes
through Khartoum to West Africa re-
turning through Rabat, to East Africa,
and, by an undetermined route, to
Brazil.
