New Delhi alleging that India and Sweden
have come together on a proposal aimed
at forestalling US testing and creating

6. Peasant unrest in
Northeast Brazil
A sharp increase in food costs
has accentuated the tensions endemic
to the depressed area. Several army
units have been called out in the state
of Paraiba where the Peasant Leagues,
headed by pro-Communist Francisco Julia?,
are actively promoting disorders.

NOTES
A. Moroccan officials are saying privately what US observers on the
spot had previously suspected: at least part of the recent So-
viet military shipments are earmarked for Algeria. Moscow runs
a good risk of getting a severe reaction from De Gaulle.
B. Burma's Ne Win is beginning to make good on his reputation for
xenophobia. Rangoon has given notice that it will not renew the
present arrangements on Fulbright grants and activities of the
Ford and Asia foundations, We donot think this move means
We Win is moving toward Moscow.
C. Taking off from the Algerian settlement, the French are seeking,
and stand a good chance of achieving,thereopening of diplomatic
relations with the Arab states which broke with Paris over the
Suez affair.
D. Khrushchev, apparently recovered from his illness, showed in
Moscow yesterday for the first time in two weeks.
E. Cambodia's Prince Sihanouk is mulling over the advisability of call-
ing for an international conference on South Vietnam.
