1. Argentina
a. Military misgivings over
Senate President Guido and his own
indecision produced more see-sawing
in Buenos Aires yesterday, but by
nightfall it had been agreed that
he will be installed in Frondizi's
place at noon today. A facade of
constitutionality has been maintained,
but the military get a large say in
the composition of the new government
as part of the agreement.
b. However, more trouble may be
brewing. Much depends on the new
regime's decisions on new elections
and the status of the Peronists
elected in the last one. The Peronists
appear determined to hold their gains
and their leaders are now converging
on Buenos Aires for a strategy session.
c. Latin American reaction to
Frondizi's ouster has been critical,
Venezuela having already recalled
its embassy personnel.

A subsidiary of the US-owned
American and Foreign Power has been
marked as the next target of Rio
Grande do Sol's Governor Brizola.
Goulart has indicated that he will
raise the utilities question during
his Washington visit. This new
grandstand play by his politically
ambitious brother-in-law is not
intended to make things easier for
him.
a. The government's measures in
Algeria have made hardly a dent in
colon attitudes and it begins to look
as though it will have to pull, the
OAS out by the roots in order to make
its point.
, b. Pro-OAS French engineers at
the Sahara oil wells are reportedly
ready to set fire to the wells if the
OAS command gives the word.
c. Security forces in the
metropole are beginning to rest
easier, however, and signs are now
pointing to a strong vote in favor
of De Gaulle's policy in the forth-
coming referendum.
Today's schedule calls for 8
Soviet flights in the central corridor
during the midday hours.

Prospects favor early approval
of a proposal which would reconstitute,
still on preferential terms, the
arrangements, which are about to lapse,
linking 16 African countries to the
EEC. Other Africans are also expected
to be brought in, and the British are
asking for similar treatment for the
African m.Jabers of the Commonwealth
as a condition for their joining the
EEC. Only the Dutch are concerned
about the impact of these steps on
other underdeveloped areas, particularly
Latin America.
Kabul's 2-month time-limit for
the passage of US aid shipments across
the Afghan border ended yesterday.
The deadline found both sides dug in
about as deep as ever, with the Afghans
demanding restoration of the consular
and trade offices as they were before
last September's border closure and
the Pakistanis saying "no" unless the
Afghans retreat on the Pushtoonistan
issue.

in.

still sees some hope of keeping the
talks alive.

trying--with very little success--to drum up interest in having
an economic conference of underdeveloped countries. The current
bait is the idea that a united front must be presented to the
Common Market.
E. The military revolt in southern Ecuador appears to have been
quelled, as the government claims, but
the possibility of impending
street clashes between leftist and rightist elements.
