a. Indonesia has announced its
withdrawal from the preliminary talks
with the Dpteb. The statement, presum-
ably based on the Dutch unwillingness -
toagree immediatebi.arid without
'qualification to 'Indonesian terms; is '
only slightly softened by a declaration
in that the action is not intended to
"close the door:completely to negotiations."
b. We have no further details on
the incidents yesterday, in 50X1
which the Dutch broke up a second in-
filtration attempt on the southpoast.
They are apparently moving to do some-
thing about the first, successful, landing
on.Waigeo Island. We do not yet know ,

He has almost completed naming his
neww-cabinet but is finding little sup-
port for it. The navy, some army officer
the non-Peronista opposition and elements
of his own party are demanding that he'
go. The bulk of tte army, however, in-
cluding the Buenos Aires garrison, is
still riding With General Aramburu's
mediation efforts. We do not -believe
Aramburu has made much progress; he
apparently thinks the Peronista election
victories should be allowed to stand,
a suggestion the military will find
difficult to swallow. Aramburu is tO
report to the nation tonight.

4. Laos
? The French public has reacted
strongly against the OAS, and our
Embassy believes that "it is incon-
ceivable that the army will not now
recognize the need to finish off the
OAS." The army is continuing its
methodical cleaning-out of the Bab-
el-Cued district of Algiers and has
moved into Oran, ?where there was
heavy fighting yesterday. The OAS
has so far not been seriously hurt
by the Algiers action, but has prob-
ably suffered more in Oran. General
Jouhaud, Salan's number two, was
captured there yesterday. We believe,
however, that most of the OAS hard-
core trained forces have not yet been
committed. The Algerians are moving
rapidly to establish the provisional
government.
Phoumi has shown no sign of give.
Souvanna has declined the invitation
to Vientiane which Harriman wrested
from Phoumi Saturday, and has announced
he will go to Paris the first week in
April. He said he would return "if
there were signs of progress."

? Three of the four have departed
Vladivostok, and were sighted yesterday
in the Straits of Tsushima. In previous
movements into the Pacific they have
always passed north of Japan. The
reason for the change is not known;
ice could be a factor, but we are
playing with the possibility that
the ships may be heading deep into
the South Pacific or Indian Ocean
for an ICBM shot at greatly extended
range,.perhaps ovek Antarctica, as
part of the orchestration for Khrushchev's
recent boast that the USSR has "global
rockets" that can hit the US from the
south.
Military forces on both sides
of the border are in a high state
of readiness. There is no evidence
of an intent by either side, to start
anything, but Israeli Foreign Minister
_Meir is quoted as saying that "the
Arabs only agree to peace if Israeli's
strength is impressed upon them," an
effect that Israel failed to achieve
with the raid last week. The Syrians
appear over-confident and Ambassador
Knight fears "a collision of greater
than incident proportions."

a dead end. The latter seems willing?
to go on talking but insists any agree-
ment he reaches must be ratified by
the Katanga parliament. Adoula feels
frustrated by his inability--and the
UN's unwillingness--to apply sufficient
pressure to Tshomb4.
Three Soviet flights were carried
out in the corridors this morning. One
was at 10,000 feet, the first at this
altitude since 15 March. An Air France
flight was in the corridor at 9,000 feet
during the same period, and another
Soviet protest may be forthcoming. -
There were no Soviet flights yesterday.
