THE DUTCH HAVE ANNOUNCED TWO INCIDENTS OFF THE NEW GUINEA COAST. THEY CLAIM TO HAVE BROKEN UP AN INFILTRATION ATTEMPT , AND SAYTHAT A DUTCH LANDING CRAFT HAS BEEN DAMAGED BY AN INDONESIAN AIRCRAFT. IT WILL BE DIFFICULT FOR THE DUTCH GOVERNMENT TO WITHHOLD REINFORCEMENTS FOR NEW GUINEA MUCH LONGER. 3. THERE HAS BEEN MUCH MOVEMENT AND NO PROGRESS IN BUENOS AIRES. LACK OF AGREEMENT AMONG THE MILITARY MAY HAVE GIVEN FRONDIZI A LITTLE MANEUVERING ROOM, AND HIS CHANCES LOOK SLIGHTLY BETTER. 4.
