Dutch-Indonesian negotiations ? a. The Dutch have agreed to our suggestion that discussions begin on March 20 near Washington. :They have indicated that although Bunker would be acceptable,- Black, Gross:.! or, Boland would suit them somewhat better. b. Subandrio is flying to Bali to lay the proposal before Sukarno and has promised the Indonesian answer later today. Embassy Djakarta looks for a favorable reply on the arrange- ments. c. The Hague remains troubled by reports it has received concerning alTlanned Indonesian military move against West New Guinea sometime in April, and a fairly substantial minority within the government is still in favor of reinforcing the Diutch positions. Berlin corridors: Soviets introduce further variant 3. Restiveness in Guatemala 0 a. Today's Soviet flights are scheduled to take place after dark for the first time. The flight plans filed yesterday call for four flights, two out and two in, in the northern corridor between 8 and 9 PM, Berlin time (2 and 3 this afternoon, Washington time.) For the third day in ?a row they are to be within the time and altitude spans of scheduled Western commercial flights. Flight plans filed this morning for tomorrow, 3 in and 3 out along the southern corridor, revert to the AM pattern. b. There was more chaff-dropping yesterday but it was not close enough In to affect the Berlin control zone. Student demonstrators, who have been protesting alleged election, fraUds 3-months old, rioted yesterday in Guatemala City under prodding from a comparative handful of Communist agitators. Casualties were high after the police moved in but no fatalities have been reported. The indications of an up- coming Soviet space attempt are now pointing toward another postponement. ?We have no clues to explain the on-again-off- again sequence. 'there were probably two earth satellite failures at the Kapustin Yar missile test range in the latter part of last year--on October 27 and December 21. Neither vehicle achieved Orbit, as olainlv intended in each case ? A group representing Italy's state-owned petroleum agency, now in Peiping, is getting top-drawer attention and seems likely to reach an agreement for the supply of Italian equipment and technicians.
