The military chief has an- nounced formation of a revolutionary council consisting of 16 officers with himself as chairman. The status of U Nu and his cabinet is not yet clear but initial reports indicate some are under house arrest. Embassy Rangoon reports order prevailing in the city and no evidence of armed resistance. b. Regarding the motives for army action at this time our Embassy speculates that a primary factor was concern arising from the unsatisfactory trend in current discussions between the government and state leaders con- cerning the latter's demands for federalism. Diem to shift senior military officers in 50X1 the wake of Tuesday's incident and implementing an earlier plan to re- organize the armed forces command, would bring his field operations and First Corps commanders, back to Saigon as chief and chief of staff. respectively of the Joint General Staff. The shift, while placing two of South Vietnam's best officers in top staff 'positions, would also remove them from direct troop command. In the past both have been critical 'of Diem's administration. Meanwhile, the Viet Cong has stepped up military operations after a month-long decline. Last week a large force ambushed a government detachment in central Vietnam; Tuesday a Communist battalion inflicted heavy casualties on a-Civil Guard company southwest of Saigon and yesterday government forces reportedly suffered additional casualties in a clash northeast of Saigon. The Tshombe-UN truce in Elizabethville is under constant strain as a result of UN military elements pressing for action and Tshombe's subordinates working to undermine any agreement with Adoula. b. Ambassador MacArthur reports concern in Belgian circles that Tshombe is engaged in a power struggle with his extremist opponents and sees an early meeting with Adoula as the best hope for breaking the impasse. c.
