Berlin corridors a. Four of the five US planes sent through the northern corridor this morning during the "reserved" period had completed their flights without incident at the time of our last report. b. Yesterday, Soviet aircraft stepped up their harassment of West- ern flights, both military and com- mercial, in the southern corridor which had been declared "reserved," but passes were also made in the central corridor on which no claims had been made. C. The Soviets made new? demands in the Berlin Air Safety Center yesterday, saying that they would not guarantee the safety of aircraft which had not filed notice a day in advance of the time they intended to cross the East German border. The Soviets seem to be maneuvering to put themselves in a position to dis- rupt commercial traffic by refusing safety guarantees and thereby to undermine West Berlin morale. However, the resolu- tion commits him to acceptance of the Kitona accord only if the central gov- ernment meets a number of conditions (e.g. renunciation of the use of UN forces in "internal" affairs) and thus, in effect, does no more than stake out a bargaining position for any talks that follow. b.
