c. The Indonesian Communist Party,
still trying to discourage the Attorney
General's visit, is passing the word we
can expect more anti-American demonstra-
tions upon his arrival.
d. Djakarta is shifting to Japan
for the purchase of military eauipment
denied by Britain. 50X1
a. The USSR this morning "engaged"
the central and northern Berlin air
corridors below 7,500 feet. As of 0800
we have no reports of any incidents.
Yesterday in the southern air corridor
we noted no abnormal Soviet transport
activity or deliberate harassment of
Western flights, including our directed
air "probes."
b. We believe we are seeing a
limited and carefully controlled
Soviet test of our reaction to temporary
interference with Berlin air access.
We believe the move is a politically-
motivated reminder of the corridors'
vulnerability rather than a prelude
to an attempted closure.
c. The Soviet Berlin commandant
was refused entry at the Friedrichstrasse
crossing into our sector this morning.
The British formally offered him access
at their Sandkrug Bridge crossing point
but he insisted on hitting us.

Argentina's break with Cuba yester-
day does not end Frondizi's problems
with his military-described-by Charg?
Hoyt as united and in an ugly mood. He
is under attack for his Parana speech
and they still demand ouster of his
radical advisor - Frigerio and his key
followers.
Tshombe is being urged to meet
Adoula enroute home. He may be other-
wise preoccupied, however, since the UN
has suddenly stepped up its demands he
disband his mercenaries. The UN command
says Tshombe has "agreed in principle"
to their demand to station troops at
his strongholds outside Elizabethville-
Jadotville, Kolwezi and Kipushi - while
joint inspection teams - to which
Tshombe has fully 'agreed - ferret out
mercenaries. We suspect he will have
second thoughts on this one. Our Eliza-
bethville Consulate had considered the
UN proposal aitiangerous" emphasis on UN
military initiative and feared it could
lead to incidents disrupting progress
on the Kitona accords. The British are
drafting a protest to U Thant on that
move.
UN contingency planning to resume,
if necessary, attacks against the Katangan
strong points appears well along.

NOTES
A. More deliveries are underway in the Soviet aid program to
strengthen the Cub-an Navy's coastal patrol and defense capa-
bilities. At least two and possibly all of the five Soviet
vessels now enroute are towing patrol ships and some are
probably also carrying motor torpedo boats.
B. The next move on Albania's Warsaw Pact status is up to Moscow.
Tirana has served notice it still considers itself an active
member by formally protesting exclusion from last week's Prague
session.
C. Adenauer's position on responding to the 27 December Soviet
memorandum is to reject bilateral talks and avoid interfering

with Thompson's Moscow discussions.1
D. Franco has decided to try for Spain's participation in the
European Economic Council. We , suspect his decision is due
in part to recent German encouragement.
