NOTES
. Frondizi has scheduled a broadcast to the nation on Saturday,
which is the deadline date reportedly set by the Argentine
military for action on a break with Cuba. Uruguay is also
nearing a decision.
B. Peru has indicated a sense of deep hurt at not having received
a message of congratulations from the President when Colombia
did. President Prado contends that he was well ahead of Lleras
on the Cuban issue.
C. There were more student demonstrations against the government in
East Pakistan yesterday. Ayub has ordered a number of arrests
to prevent the spread of the restiveness, which so far seems
not to have infected the rest of the population. Embassy Karachi
believes, however, that the opposition is likely to grow rather
than diminish if the government cracks down too hard.
D. Cairo has confirmed that the Tito-Nasir talks dealt with the
possibility of a neutralist economic bloc as a counterweight
to the EEC and the Soviet bloc's economic alliance. Their
next move will be to suggest this as the topic for another
non-aligned conference.
E. Cheddi Jagan's government in British Guiana is running into
its first serious trouble, with the threat of a strike building
up against a government budget thought to be unfavorable to low-
wage earners. Jagan was roughed up by demonstrators yesterday.
. Sukarno is said to be ready to set a 60-40 split as take-it-or-
leave it terms for oil exploitation rights for foreign companies.

H. Pravda has published a picture of Khrushchev together with the
DRETTian chargd, who saw him at his Black Sea vacation spot
yesterday. This is undoubtedly a means of knocking down the
reqnt spate of assassination rumors.

WATCH COMMITTEE CONCLUSIONS--7 February 1962
On the basis of findings by its Watch Committee, the United
States Intelligence Board concludes that:
No Sino-Soviet blob country intends deliberately to initiate
direct military action in the immediate future.
BERLIN: Communist military activity does not suggest that
the Communists expect to risk military confrontation over Berlin
in the immediate future.
LAOS:' While current indications do not point to an all-out
offensive, enemy military forces have
attacks in several areas.

continue to show some success, the Viet Cong continues its sub-

INDONESIA: Scheduled Indonesian deployments to eastern

tinue efforts for a negotiated settlement on their terms.
