Phoumi is also trying to bring Counter,- pressure on the US by threatening to publish AmbasSador Brown's statements on the withdrawal of aid, saying this "would create a bad impression on the world of the US giving aid with conditions," C. Yugoslavia urges Italy and Greece not to inter- fere in Albania Ambassador Elbrick notes that Portugal has "no place to go," and hence is un- likely to consider seriously a with- drawal from NATO.
