RATHER, HE SEEMS TO BE FIGHTING.. FOR TIME TO BUILD UP WORLD OPINION
AGAINST THE US AND UN. HE HAS TOLD THE RHODESIANS HE HAD BEEN COERCED
BY ADOULA AND GULLION, AND THAT HE PERSONALLY BELIEVED THE KATANGAN
ASSEMBLY WOULD NOT RATIFY THE KITONA AGREEMENT. TSHOMBE'S VERSION OF
GULLION'S ROLE AT KITONA IS BEING WIDELY DISSEMINATED AND EMBROIDERED
WITH THE HELP OF THE BELGIAN PRESS.
C. WE THINK, HOWEVER, THAT TSHOMBE, HAVING TAKEN THE FIRST
STEP TOWARD COMPLIANCE, MAY FIND HIMSELF UNABLE TO AVOID TAKING OTHERS
UNDER THE PRESSURES WHICH WILL BE BROUGHT AGAINST HIM. BOTH NORTHERN
RHODESIA AND BELGIUM HAVE AGREED TO THROW THEIR WEIGHT IN FAVOR OF THE
KITONA AGREEMENT.
D. U THANT HAS ORDERED UN TROOPS TO MAINTAIN THE CEASE?FIRE.
HE PLANS TO GIVE TSHOMBE 10-14 DAYS TO PUT INTO EFFECT THOSE PORTIONS OF
THE AGREEMENT DEALING WITH THE UN. IF THERE IS NO ACTION, HE WILL
ISSUE A WARNING, THEN ALLOW ANOTHER 10-14 DAYS BEFORE TAKING ACTION.
E. THE UN HAS NOW ANNOUNCED ITS INTENTION TO USE A BATTALION
OF ADOULA'S TROOPS IN KATANGA UNDER ITS OWN COMMAND. THE UNIT IS
PRESENTLY ASSEMBLED AT LULUABOURG. ALTHOUGH THIS GESTURE WILL
STRENGTHEN ADOULA'S HAND AGAINST GIZENGA, IT WILL NOT HELP WITH TSHOMBE.
F. HOFFACKER DESCRIBES THE STATUS OF THE CEASE FIRE AS
"FRAGILfic" BUT NO MAJOR MILITARY DEVELOPMENTS HAVE BEEN REPORTED.
2. SOVIET AIRCRAFT DEPLOYMENT IN EASTERN EUROPE STILL GOING ON:
THEY HAVE MOVED AT LEAST 340 FIGHTERS AND 15-20 BOMBERS SO FAR. THE
AIRCRAFT--NOT THE LATEST MODELS--ARE APPARENTLY BEING TRANSFERRED TO
THE EAST GERMAN AND BULGARIAN NAITONAL AIR FORCES, AND TO SOVIET FORCES
IN HUIpARY. EAT!' GERMAN FIGHTERcSTREMGTH Hf%S.ABOUTiDOMBIrEPI AND TOTA14,
BLOC FIGHTER STRENGTH IN EASTERN EUROPE IS UP ABOUT TEN PERCENT. WE
STILL HAVE NO INFORMATION ON THE PURPOSE OF THESE MOVEMENTS, BUT STILL
HAVE SEEN NO SIGN THAT THEY ARE PART OF A GENERAL MILITARY ALERT. THE
TRANSFERS TO EAST GERMANY ARE EXPLAINABLE IN TERMS OF THE BERLIN
SITUATION, AND THE FLIGHTS TO HUNGARY COULD BE INTENDED TO REPLACE
AIRCRAFT MOVED BACK TO THE USSR EARLIER IN THE YEAR; WE CANNOT FIND
ANY READY EXPLANATION FOR THE TRANSFERS TO BULGARIA.

5. NOTES:
A. SOVIET AGENTS ARE PLANTING REPORTS THAT THE USSR
WILL DROP ULBRICHT AND LIBERALIZE THE EAST GERMAN REGIME IF THE WEST
GERMANS WILL ACCEPT THE SOVIET PROGRAM FOR BERLIN AND GERMANY.
WE SUSPECT THEY ARE FISHING FOR SOME OF THE MORE SUSCEPTIBLE WEST
GERMAN SOCIALIST LEADERS.
B. ARRANGEMENTS FOR THE PRINCES' MEETING ARE STILL UP IN
THE AIR, BUT PHOUM I . IS FOR THE MOMENT BEING COOPERATIVE, AND OUR
EMBASSY BELIEVES THAT "IN THEIR OWN L7 WAY" THE TWO SIDES WILL WORK
THE DETAILS OUT AND MEET ON SCHEDULE.
C. AMBASSADOR THOMPSON SPECULATES THAT THE CHINESE COMMU-
NISTS WOULD SEE AN ADVANTAGE TO BE GAINED IN THEIR ARGUMENT WITH
THE USSR BY ACHIEVING SOME OBJECTIVE BY THE USE OF FORCE. THE
MOST LOGICAL CANDIDATE, HE BELIEVES, WOULD BE MACAO.
D. WE EXPECT A WAVE OF STRIKES AND DISORDERS IN SANGAPORE
EARLY NEXT MONTH, AS THE EXTREME LEFT ATTEMPTS TO BLOCK FORMAT ION OF
THE GREATER MALAYASIA FEDERATION.
E. PAKISTAN PLANS TO BRING THE KASHMIR ISSUE
UN SECURITY COUNCIL SOON PROBABLY NEXT MONTH.
