2. Bloc treatment of
Adzhubey interview
a) The general strike is still in
effect but appears to be tapering
off. Army chief General Rodriguez and
opposition leader Fiallo were 'both in'
a highly agitated state yesterday when
they called on our Consul but seemed
to realize the dangers of letting the
situation get out of hand.
b) Considerable progress was made
in the political negotiations yesterday
but some points of disagreement still
remain.
c) The National Civic Union is now
considering calling off the strike
with or without a political agreement.

4. Indonesia speeding
military build-up
A group of officers loyal to General
Lataiwish, who was ousted as chief
of staff by the King on Wednesday,
are in a defiant mood and are dis-
cussing plans for an uprising in
support of the general. The plotters
control some important military
assets, but the King apparently
has wind of their plans and, if
the military take action, would
probably turn his internal police
organization, which is smaller
but rated more effective, against
them. In the event of a real crisis,
the King would probably also call
for support from the British military
units stationed in Libya.
a) Yesterday, Sukarno indicated to
Ambassador Jones that he wants a
"where do we go from here?" talk with
him as soon as UN developments on
West New Guinea are clear. Jones
believes that if a political solution
fails, military action is "well nigh
inevitable."
b) Djakarta's military build-up is
getting a big assist from the USSR's
military training program and
accelerated shipment of military
equipment. Two Soviet submarines
are scheduled for delivery early
next month, another two in January--
this on top of substantial deliveries
already made this year, including
jet planes, small warships and
weapons.

5. Syria prepares for
elections
c) An Indonesian military purchasing
mission arrived in Washington yesterday
seeking, among other things, surface-
to-air missiles

Extreme security measures are being
taken throughout the country on the
eve of tomorrow's elections to the
constituent assembly. The borders
were closed yesterday to prevent the
entry of UAR agents seeking to disrupt
the elections. The army is exerting
its influence in favor of a moderately-
inclined assembly, but with political
parties banned and over 1800 candidates
scrambling for 172 seats, the electoral
outcome is bound to be a mixed bag.

6. Some European reactions
to Soviet-Finnish
situation

a)
Khrushchev 50X1
has done no more than suspend his
demands for military conversations,
that he has already succeeded in
changing Finnish political picture,
and that he has made Finland a hostage
for the good behavior of the
Scandanavian countries.
b) Our Embassy in Stockholm, sees
the Swedes as too optimistic over
Kekkonen's mission to the Soviet
Union and fears they may be ripe
for Soviet use as an unwitting
intermediary with the Danes and
Norwegians any time Khrushchev
choses to squeeze Finland further.
c) Danish attention is focussing
on the relation between the Finnish
situation and the Baltic command pro-
posal. A typical press comment is
that Finland is being made into a
Soviet "watchdog" over the rest of

NOTES
A. Our consulate in Elizabethville reports that the situation
there continues to be "electric," with tempers running very
high on both sides.
C. The Chinese Communist foreign ministry yesterday issued a
statement--the strongest yet from Peiping--saying that it
"cannot remain indifferent" to US actions in South Vietnam.
North Vietnam, meanwhile, is fanning out special envoys to
a number of neutralists countries--Indial Indonesia, and
Cambodia so far--in a bid for support for its position
vis-a-vis South Vietnam.
D. The latest canvass of Latin American sentiment indicates that
the 4 December OAS meeting will approve the proposal for a
foreign ministersi meeting on Cuba

E. The Moroccan government has given some indications--our Ambassador
calls them "disquieting"--that it may press for a revision of
its bases agreement with the US in the direction of earlier
relinquishment than now scheduled.

No Sino-Soviet bloc country intends deliberately to initiate direct
military action in the immediate future.
The Communists continue their pressure on the West's position in
Berlin. Further harassments against Allied access rights may occur.

Viet Cong subversive and military activity continues at a high
rate, with no indication that the South Vietnamese Goverment can
effectively reverse the trend in the near future./
