1, Indian-Chinese Communist Nehru's disclosure of more Chinese
Border Dispute incursions during the past 18 months
will increase pressure on his govern-
ment to strengthen military forces
on the border. With national elections
due next February, the Indians may
put on a show of strength at the
frontier even though this could well
lead to further clashes with Chinese
border units.
Soviet officials continue to view
Chinese bull-headedness on this
issue as a grave error which is
driving Nehru into the arms of 50X1
the West.

,De Gaulle is reported preparing to
address a meeting in Strasbourg on
24 November of some 2500 officers
of all services, including representa-
tives from all overseas bases. His
purpose is not clear but he may be 50X1
contemplating some decisive move in
the Algerian situ tion and/or against
the OAS, and may wish personally to
lay down the law to the armed forces.
OAS sympathizers are known to be
? apprehensive.

A. Khrushchev told Indian deleg tes attending the Party Congress
that the USSR was conducting nuclear tests "only because we
know that the United St tes has greater atomic power than we.
The bombs-we are exploding today are prob bly not kJown to
the West. We must show them that we are ahead in some fields.
This is the only effective deterrent to war."

C. Walter Ulbricht may be in the Soviet Ulion. Khrushchev is on
a trip to the Soviet Far East, and apparently landed in
Novosibirsk this morning. He is scheduled to meet Kekkonen
there on 26 November.
D.? Reporting on the Dominican situ tion indic tes that it is
calming down, although Consul General Hill sees a faint
possibility of an attempt by some ilitary interests in
the north to upset Balaguer's regime by force.
E. The Greek Foreign Minister has a "feeling" that something
"drastic" will be engineered by Yugosl via "very soon"
gainst the Albanian regime. Ambassador Kennan doubts the
Yugoslays have either the capability or intention for such
an intrigue.
