Soviet party changes a) The reshuffling of the top party command announced yesterday leaves the central core of the leadership--Khru- shchev, Kozlov, Mikoyan, et al--pretty much intact, with most of the changes falling among the second tier. The shaping of Soviet policy appears to re- main essentially in the same hands; b) the policymaking Presidium has been cut from 14 to 11 full members while the Secretariat, the party's administra- tive arm, has been increased from 5 to 9. We see these as part of ,a periodic refurbishing of the upper echelons, c) the changes include a shift in the party's top level agricultural leader- 50X1 ship, a reflection of persistent dif- ficulties in that area, and the demotion of the party man most involved in re- lations with Albania. Congo 3. Baghdad "buzzing with rumors" of anti-Qasim move The stage is being set for a new period of tension and crisis: a) Gizenga may now have as many as 5,000 troops in the area bordering on Katanga. By moving troops out of Stanley- yule - ville for this build-up, however, Gizenga is gambling with the security situation in his own backyard; b) UN sources in Leopoldville, meanwhile, say that Adoula government forces are trying to capture an airstrip just in- side the Katanga border. The UN shows no inclination to intervene; c) a telephone call by Tshombe, before he left Elizabethville, indicates that he is in Geneva to make contact with the ?representative of an unnamed foreign ?power which has offered financial and 50X1 diplomatic support. d) Soviet representative Zorin says he plans to raise the Congo issue in the Security Council soon. 50X1 50X1 Our. Finland's non-Communist parties are making efforts to work out a common front to deal with renewed pressure from Moscow. The Soviet note to Finland has produced a crisis atmosphere in Sweden, which fears for its own neutrality. C.
