1. Algerian rebel proposal
shows progress
2. Disorders in Bolivia
Premier Ben Khedda appears to be
offering De Gaulle an immediate
settlement in return for abandon-
ment of the latter's insistence on
self-determination. First French
reaction ;has been good, we suspect
because the secret talks held in
recent weeks have achieved a good
measure of agreement, particularly
on the future of the Sahara. The
cart may well be upset, however, by
OAS action or by the Moslem demon-
strations planned for next Wednesday.
Rioting in La Paz, which has been
building up since last Friday, has
forced the government to alert
military units, mobilize civilian
militia, and to permit security
forces to fire on mobs.
describes the situation as

everybody else." President
government has so far not been

Increases as the disorders continue.

3. Soviet Party Congress
Indications of Sino-Soviet difficulties
over Albania continue to accumulate.
Although Soviet officials have said
Chou En-lai will be 50X1
back in Moscow in four days, we have
now learned that Peng Chen, acting
head of the Chinese delegation, is
"visiting Leningrad" and both Ho
Chi-minh and Kim Il-sung, who have
not supported the Soviet position
on Albania, are also out of Moscow.
