A. We have preliminary indications of
two nuclear tests ?this morning. The

created a massive seismic disturbance,
but we suspect this may have been
caused by a detonation under water
rather than a high-yield . air burst.
B. Another ICBM was successfully fired
to the Central Pacific yesterday. r-5:0X1

A. As the rebels prepare to produce
an all-out demonstration by the Mos-
lem population on 1 November, there
are indications that the OAS will 50X1
make its own demonstration a few days
earlier. The Moslems say their ac-
tivities will be peaceful, but we see
considerable danger that the two com-
munities will go for each other, which
would seriously damage the possibili5oxi
ties for a negotiated settlement.

Since early last week there has been
widespread anti-regime rioting
throughout the country. The Balaguer
government has finally moved to
deport leaders of the pro-Castro
movement, but the armed forces are
pressing for wholesale action against
all opposition elements. Meanwhile,
Hector and Arismendi Trujillo have
apparently left the country.
Both sides have violated a propaganda
truce reached last November. Friction
between the two is of long standing
and arises' from differences in poli-
tical orientation, a border dispute
now before the World Court, and
animosity between Sarit and Sihanouk.
The UN wants to dispel any notion
that it has recognized Katanga's in-
dependence, and is noncommittal on
its policy should the central govern-
ment invade Katanga. Tshombe, con-
fident of his military superiority, is
unlikely to accept. 50X1
