The Belgian trust territory is
described as a "tinder box" fol-
lowing the assassination of moder-
ate prime minister Rwagasore on
Saturday. Africans are blaming
his death on the Belgians. Pres-
sures for the early end of the
Belgian trusteeship will in-
crease, the door may open to
more radical elements in the
dominant nationalist party, and
clashes between traditionally
hostile tribal rups may occur.
Many Egyptians think he handled
the Syrian situation sensibly and
he has regained some prestige in-
ternally. His aura of invincibil-
ity has been cracked, however.
his setback has stimulated
elements which would like.to un-
seat him. Our embassy in Cairo
feels that failures in his domes-
tic program, which has not been
going too well, could make. his
position shaky or tempt him into
some foreign adventure.

On the basis of incomplete returns Turkey's Justice Party,
which has made a vigorous campaign aimed at attracting
supporters of ex-premier Menderes, appears to be running
nearly even with the well established Republican Peoples
Party--favored by the military junta. The Turks have had
no experience with a coalition government, which appears to
be the likely result of the elections, and an unstable
situation is likely to develop.
D. There is growing concern in Brazil over a worsening financial
position.

Trinidad's premier Williams, facing re-election, has threatened
to repudiate the West Indies base agreement with the US In
addition, St. Lucia and Antigua, where there are important US
missile-tracking and space research facilities, will face
serious problems from Jamaida's impending withdrawal from
the Federation, and pressure will thus increase for renego-
tiating agreements for these bases as well.
G. The general strike in Ecuador has been interrupted by a
temporary truce. The military, fearing a leftist alternative,
are urging President Velasco to dig in and to check the flow
of Communist funds, agitators, and propaganda into the country.
