Vietnam 2, Communist China Communist forces have during the last two days launched a series of heavy--and obviously well-coordinated-- attacks against allied positions in South Vietnam's two northernmost prov- inceS. These actions may be the open-- ing gambits in a Communist plan to pin down and overextend major allied forces in the area. We have been expecting something of the sort. Captured documents, de- fector reports have for several weeks been pointing to Communist preparations for something big south of the Demilitarized Zone The campaign against Liu Shao-chi continues to mount and is now beginning to involve other key officials. Posters attacking both foreign minister Chen Yi and the finance minister have been put up nearly every day this week. Other posters denouncing three top military men have appeared since Tuesday. These and other developments sug- gest that the radicals in the leadership are attempting to resume the purge of Mao's opponents and to reverse the pol- icies associated with Chou En-lai. He and other moderates had been trying in recent weeks to subdue militant Red Guards and restore some measure of order and sanity. Dominican Republic 50X2 The Western press corps in Moscow 50X1 has been busy filing stories that a civilian will be named to succeed Malinovsky as Soviet defense minister. The most fre- quently mentioned name is Dmitry Ustinov-- a party secretary who is also the top expert on armaments--but there is nothing firm on this. The new Minister of Police and In- terior is threatening to quit because of the influence of "Trujillista" officials on President Balaguer.
