Netherlands Aware that his time for private discussion with President Johnson will be limited at Punta del Este, President Robles is thinking seriously of sug- gesting a follow-up meeting in Wash- ington to continue canal talks. Soviet Foreign Minister Gromyko ends his three-day visit with Nasir today. Even the tight-lipped Gromyko has been unusually secretive about this trip, but we suspect Nasir's eco- nomic practices figured prominently in the talks. For one thing, the Soviets are not anxious to be left holding the bag for Cairo's wheat needs. Gromyko may very well have warned Nasir not to throw away his access to PL 480. After a six-week search, the Queen may soon have a new prime min- ister--Petrus De Jong, defense minister in the outgoing cabinet. If De Jong is successful in forming a government, and his chances look good, the new defense minister is likely to be a Liberal. In that case, the net effect would be pres- sure for reducing Dutch commitments to NATO. Burma The Chinese are conniving with Japanese firms to buy scientific equip- ment useful in advanced weapons work. Refugees from the turmoil of Com- munist China's Cultural Revolution have been crossing into Burma in gradually increasing numbers since the first of the year. Between 1,500 and 3,000 are esti- mated to have entered Burma along one 40-mile stretch of the border north of Lashio. Some Chinese Communist soldiers also have 'fled to Burma. :The Burmese are rounding up all the refugees they can catch and sending them back to China, but it is almost impossible to police the entire mountainous border. . Many of the refugees will join the various insurgent bands that have op- erated in this rugged area for years.
