The new mining and marketing agree-
ment signed with Belgian firms on Fri-
day will cost the Congolese more than
the arrangements in effect before the
mines were seized. This, however, will
not keep Mobutu from touting the new
agreement as a great national victory
over what he calls "the gnomes of Bel-
gian high finance."
