France 2. Brazil 3, Soviet Union The French put up a satellite on Wednesday--their first in nearly a year. It was, at best, not altogether successful. North Vietnam 10 Feb 67 We now think there is a rather good chance that the new spacecraft the Soviets tested for the second time on Monday is intended for manned mis- sions to the moon. We do not know yet what lunar mission this Vehicle could perform, but a circumlunar flight-- looping around the moon and returning to earth--seems well within its capa- bilities. At least one flight of this kind-- perhaps with a dog or two--will likely precede a manned circumlunar attempt. The next favorable time for such a mission will be between 26 February and 5 March. The improvement and expansion of North Vietnam's rail lines is continu- ing. More key lines are being made so they can be used by the standard gauge equipment employed in China. In fact, when current improvements are completed, goods coming from or through China will be able to get as far as Hanoi without trans loading.
