Hanoi and the Viet Cong have been
dropping hints that they may set up the
Viet Cong's National Liberation Front as
a provisional government for South Viet-
nam.
This line has appeared in the past
without anything being done about it.
The Communists may be considering it
more seriously now, however, as a means
of countering recent setbacks.
