French economic officials have flatly stated that Paris sees no merit in the proposals. Nigeria 5. North Vietnam 6. Communist China A very loose federation is the likely outcome of the constitutional talks under way this week in Lagos. The key to North Vietnam's attitude toward the war is still Ho Chi Minh. The mammoth Red Guard rally in Peking yesterday featured a call by Lin Piao for continued action by the guards against opponents in local party commit- tees throughout the country. There was no hint of any let up but Chou En-lai urged the youthful militants to stay away from the farms and the factories. The notes struck by Lin and Chou suggest concern in Peking over the dis- ruptive effect of rampaging Red Guards on economic production.
