Thailand The government column trying to re- lieve the Duc Co outpost is still heavily engaged about three miles east of Due Co. In addition to the five Vietnamese bat- talions in the relief force, two Viet- namese airborne battalions have-now been moved into reserve positions, and the US 173rd Airborne Brigade is moving to Pleiku ? city. Suspected Communist subversives have made their first attack against Thai Gov- ernment forces. On 8 August, a group of terrorists skirmished with a 50-man police patrol in the northeastern part of the country. Dominican Republic 4. British Guiana 5. Kashmir Imbert announced today that he would sign the OAS proposals as they now stand. Caamano, however, has raised several problems and he wants more negotiations. He is repeating his'demand that all rebel military officers be reincorporated into the armed forces. He also wants a spe- cific date set for the withdrawal of the Inter-American Peace Force, which he feels should not have responsibility for policing the rebel zone. Some obstructionists, such as Hector Aristy, may try to arouse the rebels against the proposals, but Juan Bosch's followers at this point seem anxious for an early settlement. Former premier Jagan and his People's Progressive Party seem to be about ready to implement their plans for increased sabotage and terrorist activity against the Burnham government. There has been no on-the-scene ac- count regarding the reported clashes in Kashmir. New Delhi and Karachi are put- ting out conflicting reports on the fight- ing. Indian spokesmen now say the situa- tion is under control. The Pakistanis, however, continue to claim that a popu- lar revolt is in progress. In Salonika, the demonstra- tors :went so far as]to call for a plebis cite against the monarchy, ,Papandreou supporters are reportedly saying that they will continue the demonstrations until he is returned. . This situation invites violence, particularly if the Communist-controlled faction decides to throw off restraints. In this event, the military units which moved recently into the Athens area would almost certainly. intervene. The King, meanwhile, hasapparently succeeded in developing further the fac., tionalism in the Center Union Party-. There is talk that Stephanopoulos backers May bolt the party and join the Novas group to form a coalition government. Stephanopoulos, however, may lack the courage to try to carry it Off.
