The possibility of an early move by the var- ious anti-Khanh factions has also faded, Generals Phoumi and Siho are still at large, but there is no sign yet that they have mustered support for military action against Vientiane. The Commu- nists also remain relatively quiet. TshombO's economic talks in Brus- sels have gone well. The Belgians are hopeful that a settlement will be reached by Sunday. USSR 6, USSR The USSR, which recently purchased 750,000 tons of wheat for Cuba and East- ern Europe, has just concluded contracts with Australia and Canada for 1.1 mil- lion tons for its own consumption. The Soviet cash outlay for this grain ex- ceeds $100 million.
