Arms assistance to the rebels is
already making itself felt.
Huong is trying to bring the gen-
erals back in line, but so far they re-
fuse to retract their decree dissolving
the High Council. He feels he may lose
their support against the Buddhists,
whom he fears more than the military,
if he presses them too hard. Buddhist
leader Tri Quang says, however, that he
has at least temporarily suspended his
anti-Huong campaign.
' Sukarno loosed another public at-
tack on the Congo rescue mission today,
ending with the remark, "To hell with
your humanitarianism."
USIS operations
outside the capital city will probably
be prohibited soon.
First favorable Panamanian reactions
to the US canal announcement are being
tempered by a "wait-and-see" attitude.
There is apparently some concern about
the problems a new canal might create
for Panama. Anti-US groups, including
the Communists, have been knocked off
balance, however, and have not yet re-
acted.
