Rebel army representatives were in
Nairobi this week looking into the pros-
pects for recruiting Kenyan "volunteers."
The men they approached--some of whom
?have had military training in the USSR--
apparently were interested, but said no
one could be sent to the Con ?o until
the government agreed.
The country remains quiet despite
Prime Minister Jagan's refusal to re-
sign and his inflammatory statements.
The British are trying to persuade him
to get out, but London will wait no

The Cubans have almost finished
building
fortifications around the Guan-
tanamo base. This will greatly improve
their ability to harass the base, even
to the extent of denying use of its
airfield.

The hunger strike begun by the
Buddhists today is orderly so far, but
suggests that they are confident of their
popular support and prepared to have a
trial of strength with the Huong govern-
ment. The possibility of a reconcilia-
tion seems much diminished, and the
chances of side reactions debilitating
to the government--such as another re-
volt among the mountain tribes--increased.
