New Panamanian Canal Negotiator
Panamanian Foreign Minister Eleta has appointed
strongly anti-US Diogenes de la Rosa to be the new
special negotiator in Canal discussions here
De la Rosa is a brilliant Marxist economic
theoretician and writer who founded Panama's first
Communist party, but later criticized Moscow and
broke with the local party. He has, however, main-
tained his association with Communists and Communist-
supported causes. Like other ultranationalists, De
la Rosa has frequently served as a close adviser to
the Panamanian oligarchy, including several presi-
dents. As Panamanian ambassador to Caracas during
last January's riots, De la Rosa attacked "US ag-
gression" and Secretary Rusk as "strongly Colonial-
ist and imperialist" while addressing Venezuelan
student demonstrators before a "Panama Si, Yankees
no" banner. He blamed the serious 1959 riots on
"narrow, stupid US policies." One US observer has
described De la Rosa as "Panama's Krishna Menon."
The choice of De la Rosa, coupled with Eleta's
earlier appointment of extremist Ernesto Castillero
Pimentel as Foreign Ministry coordinator for Canal
negotiations, provides an insight into the atmosphere
which can probably be expected during the negotia-
tions.
