I 50X1 50X1 Declassified in Part - Sanitized Copy Approved for Release 2015/07/30 : CIA-RDP79T00936A003300110002-7 TOP SECRET - CONTAINS SIGINT AND KEYHOLE MATERIAL ANNEX 1 The Soviet Party Leadership Changes Shelepin Shelest In the first high-level post-Khrushchev person- nel changes by the Central Committee, Aleksandr She- lepin, a close friend of Brezhnev, and Petr Shelest, a protege of Presidium member Nikolay Podgorny, were promoted to the Presidium. Shelepin became a party secretary in 1961, after a three-year tour as chief of the KGB. During the past two years he has also been a deputy premier and chairman of the Party-State Control Committee, which is responsible for ferreting out and punishing mismanagement at all levels in the economy. Although he was undoubtedly Khrushchev's personal choice for these jobs, his promotions may have been influenced by Brezhnev, who was party secretary for military and police affairs during 1956-60. Shelepin and Brezh- nev are close Iriends and that Shelepin has been con- cerned to protect his relationship with the new leader. Petr Shelest, who has been first secretary of the Ukrainian party since July 1963, was named a candidate member of the Presidium last December. A trained engineer and specialist in industrial manage- ment, he has made his career almost exclusively in the Ukrainian party apparatus which was for years Khrushchev's political stronghold. After several years of service in the Kharkov and Kiev party orga- nizations, he became a Ukrainian party secretary in 1962. He has no known ties to any members of the top leadership except possibly Podgorny. He was Podgorny's deputy on the Ukrainian secretariat and took the lat- ter's place as party boss in the republic when Podgorny was transferred to the national party secretariat in Moscow last year. In other changes, Demichev, another Brezhnev crony, became an alternate Presidium member. Kosloir and Khrushchev's agricultural adviser Polyakov were dropped, and Adzhubey was expelled from the Central Committee. As was the case in 1962 when this scheme was put into effect, the reversal will itself probably breed severe dislocation.
