Two of his cronies, Shelepin and Demichev, were elevated to the Presidium. Koslov, an old antagonist, was expelled from the ruling body. Kosygin does not appear to have improved his poSition,and the dual leadership charade acted out since Khrushchev's going may be .about over. Podgorny, however, also strengthened his position, and remains the leading rival to Brezhnev within the party. One of his proteges, Shelest, also made the Presidium yesterday. Podgorny played a leading role at the meeting. Shelepin, who has roots in the police and "State Control" (inspector general) apparatus, appears to be a comer in his own right. The Central Committee decided to reverse Khrushchev's 1962 action to divide the party into two virtually separate organizations, one for agriculture and the other for industry. USSR: 4. South Vietnam: Huong faced down the stu- dent demonstrators last weekend. They made only a feeble effort, easily handled by the police. Army units were ready for use against the students last weekend, if they had been needed. Huong is not out of the woods, however. The High National Council, not satisfied with Huong's public defense of his cabinet last Friday, has formed a special committee to study the question some more. Buddhist leader Thich Tam Chau says he will continue to fight Huong, and other opposition elements appear to be holding their fire only temporarily. 5. Laos: We would not be surprised by a new Communist offensive in Laos in retalia- tion for government gains in recent months. Meo tribesmen who keep a watch on Route 7 report that large numbers of trucks con- tinue to make the trip to the Plaine des Jarres from North Vietnam. Last Saturday the tribesmen spotted a 120-truck convoy, the largest since the present Communist re- supply activity got going in late September. Attempts by the Lao Air Force to cut down on this traffic have not been effective. Most of the rumors have little sub- stance, but they do show that the same old jealousies are keeping the Souvanna government as unstable as ever. 8. Cambodia: Sihanouk's latest threats to close the US Embassy appear to have been mostly bombast. 9: On Monday the Cambodians agreed to a US suggestion for bilateral talks in a third- country capital. Sihanouk, probably trying to give the impression that the US is seeking an accommodation, immediately told the press about it. Communist China - Tanzania: A Chinese Communist ship arrived at Dar-es-Salaam this weekend, carrying arms which local officials claim are for the Tanzanian Army. the cargo included field pieces and much small arms ammunition. Dahomey - Communist China: On Friday Dahomey announced its decision to exchange ambassadors with Communist China. This is the seventeenth African state to recognize Peiping. 11. France-Israel: 12. Cuba-US: Now that the US elections are over, the Cubans seem to be warming up for a new war of nerves on the overflight problem. 13. Bolivia: We have been ,told that the junta will Soon be recognized by Argentina and Brazil. Opposition elements, however, will con- tinue trying to build their strength for an eventual showdown with the junta. 14. Israel-Syria: The border area has been relatively quiet since last Friday's clash, and we have seen no signs of any large-scale buildup of forces. Tempers have been aroused on both sides,however, and a new incident could lead to a serious escalation of the fighting. 15. Iraq: The new cabinet announced on Saturday strengthens the position of Iraq's pro-Nasirists, who have been urging closer union with Egypt. Antiunion feeling is still strong in the army and throughout the country, however, and the issue is far from being re- solved.
