a. Huong's strong stand cowed
the students into quiet over the
weekend.
b. Police units handled the
situation, but army units were on
alert if needed.

various opposition groups are now
advocating a wait-and-see position,
which suggests the Huong government

b. The Front, which led the
campaign to force Abboud's removal,
apparently supervises the actions
of the civilian cabinet.
c. Communist elements in the
Front appear to have lost some of
their influence following the Com-
munist-inspired attacks on the US
and UAR embassies last week.
d. A new 11-man secretariat,
with only two Communist members,
has now been chosen to speak for
the Front.
e. Much of the army has
probably been alarmed by Communist
excesses, and the popular Abboud's
ouster may add to this disquiet.
There are no signs, however, that
the army is planning any early
action.

NOTES
A. Iraq The new cabinet strengthens the posi-
tion of Iraq's pro-Nasirists, who favor closer
union with Egypt. Opposition to Union is still
strong throughout the country and in the army,
however, and the issue has by no means been
finally resolved.
B. USSR Three of the USSR's deputy foreign min-
isters are on extensive tours of Africa and
Asia. We suspect that, in addition to offering
reassurance on Moscow's general policies, they
have been given the job of selling Moscow's
argument on UN Article 19.
C. Cambodia-US Sihanouk says the Cambodian
National Assembly, which meets today, must
decide whether or not to close the US Embassy
because of its "subversive" activities. It
is just possible that Sihanouk will follow
through on this latest of many threats and take
action curtailing the US diplomatic presence.
D. Bolivia Argentina and Brazil will recognize
the Barrientos regime today
Other Latin Ameri-
can countries, who have hesitated about taking
the initiative, will probably follow suit.
Recognition will bolster the regime, but oppo-
sition elements will go on trying to build
their strength in the hope of eventually chal-
lenging the junta.
