1. Communist China -

2. Bolivia
a. Chinese Communist pilots
seem in full control of the train-
ing being given North Vietnamese
pilots at Phuc Yen airfield near
Hanoi.
b. This training activity
has increased steadily since it
was first noted in mid-August.
a. Barrientos' grasp on
the reins of power seems still in-
firm.
b. Opposition groups have
not yet made a move against the
junta, but voices are beginning to
be heard questioning the junta's
right to rule.

c. Lechin has called for an
early return to civilian rule,and
one leader of the tin miners' union
has urged that a "popular govern-
ment" be set up to prevent the
junta from perpetuating itself in
power.
d. It is not yet clear whether
all or any of these groups intend
to use force to contest the mili-
tary. Many of them, of course, are
well armed. The tin miners have
already reverted to a virtually
autonomous situation under their
pro-Communist union leaders.
3. Sudan a. Khartoum settled back into
an uneasy calm yesterday.
b. The more moderate elements
in the new regime, after fumbling
badly during their first days in
Office, are now taking a stronger
line against the Communists. They
say, for example, that Tuesday's
riots, fomented by the Communists,
will not be repeated.

4. Congo
c. The powerful Ansar politico-
religious brotherhood has backed
their demands for a return to law
and order. The Ansar has extensive
influence in both military and civil-
ian circles.
d. The moderates, recognizing
that part of the Communist gains
came from making common cause with
dissident southerners, have ordered
a number of political prisoners
from the south to be released and
promised the south more liberal
treatment in the future.
a. We are still not certain
when the Van Der Walle column will
strike out for Stanleyville, but
it apparently has not done so yet.
Congolese officials say they recog-
nize that their own forces must
hold off from attacking the town
until Van Der Walle is in place.
b. Rebel leaders in Stanley-
ville, nervous as the day of reck2
oning approaches, are talking out
of both sides of their mouths con-
cerning foreigners there.

ing the foreigners to their own
countries "shortly."

B. Indonesia-Malaysia Sukarno told Ambassador
Jones over coffee yesterday morning that as
long as the dispute over Malaysia remains, as
it is now, on dead center, the Indonesian
attacks on Malaysia will continue. No give
was apparent in the Indonesian position.
C. Yemen The cease-fire declared Sunday has
not yet been brought into full effect. The
royalists are still in action/
Italy - Communist China The foreign office
in Rome has told us that the Italians are
about to resume their confidential discussions
with Chinese Communist representatives in
Cairo concerning the reciprocal establish-
ment of quasi-governmental trade offices in
China and Italy. The official added that the
problem of recognizing Peiping is under study
as a "long-range problem" but is something
which cannot be deferred indefinitely.

. Tanzania There are signs that the struggle
for power between moderate President Nyerere
and his radical and ambitious number two,
Oscar Kambona, has reached a critical point.
The outcome could have a profound effect on
Tanzanian policy, since one of the chief issues
involved seems to be whether there should be
interference from Tanzania in the affairs of
its independent neighbors, the Congo and
Malawi.
F. Laos The Communists have stepped up pres-
sures in the Tha Thom area southeast of the
Plaine des Jarres, and, according to reports
from US observers on the ground, appear to be
launching a two-pronged attack against govern-
ment forces defending the town. The latter
have called for air strikes against the
attackers.
