1, South Vietnam
a. Pressure for changes in
the Huong government is still
building.
b. The students, apparently
undaunted by Huong's warning last
weekend that he would take stern
measures, are again threatening to
demonstrate.
c. They are being encour-
aged by Buddhist leader Thich Tam
Chau, who says he will lead them
and demand Huong's ouster if a
new cabinet is not appointed within
the next few days.
d.
Khanh
also was opposed to Huong and would
not call out troops in Huong's
support unless Chief of State Suu
ordered it.

e. Huong already has his
doubts about Khanh's reliability.
He told Ambassador Taylor on
Monday that he had detected hesi-
tancy on the part of the military
in backing him up last weekend.

a. Government forces and the
mercenaries intend to move quickly
on Stanleyville, but not as fast
as suggested by recent newspaper
accounts.
b. Van Der Walle, upon being
assured of C-130 transport assist-
ance yesterday, said about half of
his forces in Kindu would start
moving out today or tomorrow. He
would not predict how soon Stanley-
ville would be taken, saying only
that he hoped it would be by the
end of November.

a. Four prominent UN ambas-
sadors have suggested a "voluntary
rescue operation" to avoid a show-
down on Article 19.
b. They have approached the
Soviet, French, British, and US
delegations with a proposal that
all UN members be asked to chip
in to ease the UN's financial dis-
tress.
c. They hope this will let
the USSR and France save face and
still pay some of their arrears
before 1 December.
d. The group told Ambassador
Stevenson that Federenko had been
noncommittal when approached,but
had promised to ask Moscow's advice.

with Stevenson, Federenko refused
to be drawn out on the question.
He offered instead his own pro-
posal "to save the UN" by post-
poning the arrears problem until
the 20th session or the end of
the upcoming 19th.

NOTES
A. Nationalist China Our embassy on Taipei has
received another feeler on the possibility of
a US visit by Chiang. A Chinese legislator
told an embassy officer yesterday that Chiang
would be pleased to come, perhaps using the
inauguration of President Johnson as an excuse,
but did not want to raise the question himself
for fear of a rebuff. The embassy comments
that although the source is not close to
Chiang, the approach suggests the idea is being
increasingly discussed.
B. Indonesia-Portugal
C. India There was food rioting in Kerala State
again yesterday. Shastri's rationing scheme
has been rejected as unworkable by the chief
ministers of nearly all the Indian states, and
its initiation has not helped the situation in
Kerala, where New Delhi exercises direct rule.
The government is still looking for a long-
term solution in the hope, thus far unfulfilled,
that the present grain harvest will ease the
situation.

D. USSR-Algeria Two KOMAR class guided missile
boats were delivered to Algeria on 10 November.
Last month the Algerians received four motor
torpedo boats. Both deliveries come under the
1963 Soviet-Algerian arms agreement.
E. Congo-UN Tshombe is apparently considering
a visit to the UN. /
