France - Western Europe: The French are
throwing out numerous hints of drastic actions
they will take if the West Germans do not
knuckle under on the EEC grain price question.
Couve is to raise this question again at the
Council of Ministers' meeting in Brussels on
the 11th.
There are also abundant rumors of actions
the French plan to take against the Kennedy
Round, NATO, and the MLF, which De Gaulle seems
to have concluded might actually come into
being.
The US Embassy in Paris thinks that De
Gaulle's popular support is basically solid,
and that there would be no domestic backlash
against him if he pulled out of the Common
Market or even NATO.
2 Congo: The rebel military position is
crumbling. A mercenary force under Van Der
Walle recaptured Kindu on Thursday, opening
the way to Stanleyville.

Van Der Walle has asked for US help in
airlifting trucks to speed the advance on
Stanleyville.
In Stanleyville, rebel "president"
Gbenye has issued another communiqu?e-
garding his American and Belgian hostages,
declaring them to be prisoners of war. It
is by no means certain what he thinks he
means by this, although he apparently in-
tends to talk with the OAU about their re-
lease.
3. Mali - Communist China: The Chinese
Communists are apparently making their first
shipment of military equipment to Mali.

Keita has just ended a 40-day visit to
Asian Communist countries. In Peiping on
4 November he signed a joint communiqu?n-
dorsing a wide range of Chinese propaganda
positions.

5. South Vietnam.: Premier Huong's fledgling
government is already running into trouble.
Buddhist and Catholic students are
threatening to demonstrate this weekend over
Huong's policy of separating politics and
religion. They have been encouraged by
moderate Buddhist leader Thich Tam Chau.
The recently resigned Chairman of the
High National Council has added his critical
voice to those of the students. Chau .Claims
Huong's government is not representative of
South Vietnam's political factions.
Huong says he will deal sternly with
any demonstrations. Military leaders have
said previously that they would give him
their full support.
- We are not certain that this Still
holds if strong civilian opposition develops.

6. Bolivia: Barrientos and a military
cabinet are in charge, but their chances for
a long tenure appear slim.

Barrientos currently has widespread public
and military support, and the situation is
stabilizing for the present. Opposition is
certain to develop, however, and a power
struggle within the ruling group cannot be
ruled out.
The officers in the military cabinet are
better than average, but have no experience in
political affairs.
Lechin has given his public approval of
the present set up and has asked his followers
to accept the situation. We suspect this is
only a tactical move. The chances for leftist
gains in the new government have by no means
been eliminated.

8. Cuba - Dominican Re ublic
9. Laos: The Pathet Lao are beginning to
show stiffer resistance to rightist military
initiatives.
South of Xieng Khouang Town, reinforced
Communist forces have stalled a government ad-
vance northward from positions at Tha Thom and
Ban Ta Viang.
Farther south, right-wing forces east of
Savannakhet have been turned back in their
efforts to clear the Pathet Lao from the Ban
Nong Boua Lao area.

10. . Yemen: The royalists and republicans have
agreed on a ceasefire to begin on 8 November.
Another meeting on 23 November will open what
will probably be difficult and prolonged ne-
gotiations on a political settlement.
11. 'Venezuela-Cuba: FALN guerrilla activity
may be picking up again, despite recent govern-
ment successes.
