1. Bolivia
a. Barrientos and a mili-
tary cabinet are in charge, but
their chances for a long tenure
appear slim.
b. Barrientos currently has
widespread public and military sup-
port, and the situation is stabili-
zing for the present. Opposition
will inevitably develop, however,
and a power struggle within the
ruling group cannot be ruled out.
c. General Ovando, who was
sharing the leadership with Bar-
rientos for a while, has resigned
for reasons that are unclear. The
men in the military cabinet are
better than average officers, but
have no experience in political af-
fairs.
d. Lechin has given his
public approval of the present
set up and has asked his followers
to accept the situation. We sus-
pect this is only a tactical move.
The chances for leftist gains in
the new government have by no
means been eliminated.

2. Congo
a. an-
other, slightly garbled, radio
communiqu?ssued by Gbenye,
this one declaring his American
and Belgian hostages to be
prisoners of war.
b. He apparently intends
to talk with the OAU about their
release. He says he would wel-
come on OAU delegation in Stanley-
ville.
c. The Belgians in Leopold-
ville told our embassy yesterday
that they had heard Gbenyeis radio
order rebel area commanders to
bring all Europeans to Stanleyville.
Gbenye probably hopes this will
strengthen his hand if and when
negotiations begin.
d. The rebels also appear
to be stepping up their efforts
to collect more European prisoners.

5. South Vietnam
a. Premier Huong's fledgling
government is already running into
trouble.
b. Buddhist and Catholic stu-
dents are threatening to demonstrate
this weekend over Huong's policy of
separating politics and religion.
They have been encouraged by moder-
ate Buddhist leader Thich Tam Chau.
c. The recently resigned
Chairman of the High National Coun-
cil has added his critical voice
to those of the students. Chu
claims Huong's government is not
representative of South Vietnam's
political factions.
d. Huong says he will deal
sternly with any demonstrations.
Military leaders have said previously
that they would give him their
Rill support.
e. We are not certain that
this Still holds if strong civil-
ian opposition develops.

NOTES
A. USSR Brezhnev, belying reports that he was
out of sight because of a heart attack, made
public appearances on Wednesday and Thursday.
His occasional disappearance from public no-
tice may reflect the new regime's sharp divi-
sion of party and government affairs, with
party activities under Brezhnev getting little
publicity compared to Premier Kosygin's state
functions. Brezhnev, however, is slated to
make ''the" speech at the anniversary celebra-
tion tomorrow, an honor Kosygin received in
1962.
B. Czechoslovakia-USSR Novotny apparently in-
tends to show his independence by skipping the
7 November Moscow meeting of bloc leaders.
This puts him in the same category as Rumanian
party first secretary Gheorghiu-Dej, also a
stay-at-home. Prague still has not criticized
Khrushchev, and Moscow has thanked all the East
European leaders, except Novotny, for their
congratulatory messages to Brezhnev and Kosygin.

D. Laos The Pathet Lao are beginning to show
stiffer resistance to rightist military initia-
tives. South of Xieng Khouang Town, reinforced
Communist forces have stalled a government ad-
vance northward from positions at Tha Thom and
Ban Ta Viang. Farther south, right-wing forces
east of Savannakhet have been turned back in
their efforts to clear the Pathet Lao from the
Ban Nong Boua Lao area.
E. Yemen The royalists and republicans have
agreed on a ceasefire to begin on 8 November.
Another meeting on 23 November will open what
will probably be difficult and prolonged ne-
gotiations on a political settlement

G. USSR-Turkey Turkish Foreign Minister Erkin's
trip to Moscow has apparently produced nothing
really new. He told Ambassador Kohler yesterday
that both sides agreed to "improve the atmos-
phere," increase trade, and make arrangements
for cultural exchanges.
